Captain Satelk was a Vulcan Starfleet officer who, along with Rear Admiral Brand, presided over the inquiry into the death of Starfleet Academy cadet Joshua Albert in 2368. (TNG: "The First Duty")
Satelk was played by actor Richard Fancy.
It wasn't revealed where Satelk's home station was, but he was mentioned again in a non-canon source that he had gone on, in the 2370s, to become captain of the Akira-class USS Jupiter. This information was according to a card released by the Star Trek Customizable Card Game based on a ship in Activision's Star Trek: Armada video game.
