According to background material created for Star Trek Generations, Sarahd was an Andorian ambassador and the first vice-president of the United Federation of Planets. She signed the Federation Charter in 2161 after a scuffle with Ambassador Natha Kell of Tellar.

At the signing ceremony she spoke of future greatness for the Federation and rapid expansion. She served under President Thomas Vanderbilt.

This information comes from "It's Federation Day!", a newspaper clipping which was placed in the Picard family album during the filming of Generations. However, none of the clipping's text was seen on-screen and is therefore considered non-canon.
