Sam Rayburn was a noted 20th century Human politician from the United States of America, who was notable for serving under the administration of President John F. Kennedy as the Speaker of the United States House of Representatives.

An image depicting Rayburn, appearing during Kennedy's 1961 "Decision to Go to the Moon" speech, was scanned by the Talosians as they reviewed the library computer files on board USS Enterprise in 2254. (TOS: "The Cage" remastered)
