Ruwon was a Romulan diplomat who served the Romulan Star Empire during the late 24th century.

In 2371, he and Karina traveled to Deep Space 9 to receive Starfleet's intelligence on the Dominion. The sharing of this data was part of the deal that had been agreed upon earlier that year. The Romulans had installed a cloaking device on the USS Defiant to help the ship to penetrate Dominion space and make first contact with the Founders. Along with their transport, a Romulan warbird was also secretly sent, under cloak, to the station.

Ruwon and Karina were unimpressed with the eventual data they were provided with. Ruwon told Benjamin Sisko and Kira Nerys, that the Romulan Empire believed the Dominion to be the greatest threat to the Alpha Quadrant in a century. They were also suspicious of Odo, failing to see the distinction between 'Changeling' and 'Founder'.

The quantum singularity from the Romulan warbird sent Miles O'Brien into the future, where he saw the station and the Bajoran wormhole destroyed by the warbird.

When O'Brien brought evidence of the warbird back, Sisko confronted Ruwon and Karina and the two Romulans left the station. (DS9: "Visionary")

Ruwon was played by regular guest actor Jack Shearer.
