Rutia IV was the inhabited fourth planet of its star system. This was the homeworld for the Rutians, a technologically advanced non-aligned warp capable humanoid species. This planet had a long trading relationship with the Federation.

The Lumar Cafe was a cafe in a city in the eastern continent.

Since 2296, a separatist group from the western continent known as the Ansata tried to use terrorism to break away from the government of the eastern continent. They were demanding autonomy and self-determination for their homeland.

In 2366, the USS Enterprise-D visited the planet to drop off medical supplies. During the visit, the away team witnessed first hand an act of Ansata terrorism, and Dr. Beverly Crusher was kidnapped by the terrorists. The Rutian government worked with the Enterprise-D crew to free her, but during the rescue they underwent several more attacks before eventually retrieving Crusher. (TNG: "The High Ground")

In the 2370s, a view of the surface of Rutia IV was depicted on several viewscreens on Deep Space 9's Promenade and Replimat. (DS9: "Rules of Engagement", "A Simple Investigation")

"RUE-tee-ah" was the pronunciation for Rutia from the script pronunciation guide. [1]
The Star Trek Encyclopedia (4th ed., vol. 2, p. 243) and StarTrek.com classified Rutia IV as a class M planet. [2]
