Rogers was a crewman on the USS Voyager during the ship's journey across the Delta Quadrant.

In 2373, Rogers was one of a number of officers who participated in the Paris Radiogenic Sweepstakes, which Tom Paris ran out of the Chez Sandrine's holoprogram. Replicator rations were paid to play and whoever predicted what the radiogenic particle count would be at 1200 hours the following day would win the rations of everyone who played, minus a small handling fee for the bank (in other words, Paris). Rogers' name was called out when the numbers were generated. (VOY: "Meld")
