Cast Roginium was the hardest known substance to the Federation during the mid-late 23rd century, and remains one of the hardest known substances through to the 24th. Though never referenced again in comparison with other metals, Neutronium was clearly known to Starfleet at the time of Cast Roginium. This suggests that the statement made by Spock was in direct reference to Starfleet's metallurgical capabilities, and Roginium is indeed not harder than Neutronium (as even by the 24th century Starfleet was incapable of reproducing or molding Neutronium to their desires).

This confirms that Cast Roginium was superior in comparison with the primary metal used in starship hull construction through to the 24th century. Romulan Plasma torpedoes of the 23rd century were capable of disintegrating Cast Roginium. While Romulans continued to use Plasma Torpedoes through to the 24th century, their extremely limited range has hampered and continues to hamper widespread military use over that of standard torpedoes.

Rodinium

Rodinium was one of the hardest known materials and it was frequently used in the construction of spacecraft and fixed installations. In 2266 rodinium was considered the hardest material known to Federation science, more than 21.4 times harder than diamond.

The Earth Outpost Stations along the Romulan Neutral Zone had armor made from cast rodinium, although that was insufficient to protect them against the attack of a Romulan Bird-of-Prey's plasma torpedo. (TOS: "Balance of Terror")

The figure for the hardness of rodinium comes from the hardness of tritanium, stated in TOS's "Obsession".
