Robert Wesley was a former 23rd century Starfleet officer, and later governor of the planet Mantilles. He had one daughter named Katie, and he was an old friend with James T. Kirk.
In 2268, Commodore Wesley commanded the USS Lexington in the disastrous M-5 war games. During the war games, the M-5 computer malfunctioned and the USS Enterprise was deemed out-of-control following the destruction of the USS Excalibur . Wesley requested permission to destroy the Enterprise with his remaining battle force to end the threat that it posed. Background
Commodore Wesley was portrayed by actor Barry Russo, although in his Star Trek: The Animated Series appearance he was voiced by James Doohan.
Some have speculated that the fleet admiral in Star Trek V: The Final Frontier played by Harve Bennett may have been intended to represent Wesley, since Kirk also referred to him as "Bob", and they did appear to be friends. There is no canonical corroboration for this speculation, however.
"Robert Wesley" was originally the pen name Gene Roddenberry used when getting his start as a professional writer, while still an officer of the LAPD.
Wesley's biography in the Star Trek: Starship Creator suggests that he was the first officer of the USS Enterprise, under Captain Robert April.
