Admiral Berman is named after writer and executive producer Rick Berman.

If Rick K. Berman (from 2293) and Adm. Berman (from 2363-2375) are in fact the same person, that would likely require a career of over 120 years.

It is unknown if he is a descendant of Earth Starfleet officer R. Berman, also named after Rick Berman.

It is unknown why he was listed on the Voyager's crew manifest, unless the manifest included people responsible for Voyager's creation (which he was). The "rank" of "Commander" was possibly a reference to the flag officer position of Commander, Starfleet.
