Richard Kelley (born 16 December 1958; age 55) is an actor and camera operator who worked as assistant camera operator on Star Trek: The Next Generation.

Born in Los Angeles, California, USA, Kelley started to work as an actor in the late 1970s. Among his acting credits are supporting roles in the television musical Encore! (1980), the sport drama Rocky IV (1985, with Michael Pataki, Mark DeAlessandro, and Jeff Austin), the television thriller Carly's Web (1987, with Daphne Ashbrook, Cyril O'Reilly, Gregory Itzin, Robert Symonds, and K Callan), the pilot episode of The Highwayman (1987, with Branscombe Richmond), and the comedy Nincompoop (1988). Between 1983 and 2007 he played in over 100 episodes of the daily soap General Hospital desk sergeant Officer Jim Harper.

Beside his acting work, Kelley started to work as camera operator in the late 1980s. Among his credits as camera operator are projects such as the television series Father Dowling Mysteries (1987), the science fiction horror film DeepStar Six (1988, with Pete Romano), the action comedy Tango & Cash (1989, with Patric J. Abaravich, Adam Glick, and Richard Tim Vanik), the crime comedy Oscar (1991, with Frank Detone, Jr.), the comedy City Slickers (1991), the television series Dr. Quinn, Medicine Woman, the action comedy Last Action Hero (1993), the science fiction film Demolition Man (1993), the drama Forrest Gump (1994), the science fiction horror film Species (1995), the action sequel Under Siege 2: Dark Territory (1995), the crime drama Set it Off (1996), the comedy Trojan War (1997), and the action sequel Lethal Weapon 4 (1998).
