Richard James was a Human Starfleet officer in the mid-24th century.
In 2245, Admiral Richard James was listed as the representative of Fleet Operations on the dedication plaque of the USS Brattain. (TNG: "Night Terrors", dedication plaque)
James was named for set designer Richard James.
There was, in addition, a Captain Richard James and a Lieutenant Commander Richard James, who served aboard the Voyager.
