Reverse-ratcheting routing planers were a type of technology used in construction.

A girl named Emi was once prepared to purchase self-sealing stem bolts from Quark on behalf of her family. With them, she said her family would be able to triple production of their reverse-ratcheting routing planers. (DS9: "Prophet Motive")

While in captivity by the Jem'Hadar in 2373, Bashir suggested a discovered escape tool might be either a reverse ratcheting router or a self-sealing stem bolt. (DS9: "By Inferno's Light")

Essentially technobabble, the function and nature of this item are unknown.
