Regulus V was the inhabited fifth planet of the Regulan system. This was the homeworld of the eel-birds. This was a non-Federation planet. Lieutenant Jay Chattaway, a crewmember aboard the USS Enterprise-D, was born on this planet. (TOS: "Amok Time"; TNG: "The Chase", okudagram)
In 2369, this planet was listed on the chart USS Enterprise Personnel Database, which was displayed on a PADD used by Captain Jean-Luc Picard on aboard the Enterprise-D. (TNG: "The Chase", okudagram)
According to Star Trek: Star Charts (pgs. 61, "United Federation of Planets I", "United Federation of Planets III"), in the mid-22nd century Regulus V was located in non-aligned space. In 2378, this planet was in or near Federation space, and was a Federation member.
