Ravoc, a Quarren
Ravoc was a doctor on the planet Quarra.
He was an associate of Dr. Kadan who was performing brainwashing techniques to wipe the memories of kidnapped humanoids who the Quarrans used for their work force. Dr. Ravoc was not aware of what Kadan was doing. He was also unaware that his government sanctioned these procedures. When Chakotay tried to rescue the USS Voyager crew who was subjected to the procedure, Dr. Ravoc was ordered by Kadan to transfer Chakotay to a neuropathology unit.
