Admiral Raner was a 24th century Starfleet flag officer who served as the head of Starfleet Intelligence in 2370.
She was responsible for ordering Admiral Erik Pressman to recover the USS Pegasus and begin experimentation on the prototype for a Federation interphase cloaking device once again. (TNG: "The Pegasus")
