Admiral Raner was a 24th century Starfleet flag officer. She served as the head of Starfleet Security in 2370.

Raner was responsible for ordering Admiral Erik Pressman to recover the USS Pegasus and begin experimentation on the prototype for a Federation phasing cloaking device once again. Raner was presumably prosecuted along with Pressman for violating the Treaty of Algeron when the cloaking device was brought to light by Commander Riker. (TNG: "The Pegasus")
