Ramsey was a Human member of the crew of the Federation freighter, Odin, which was damaged by an asteroid in 2357.

After five months in an escape pod, he and three others landed on the planet Angel I. Initially he and the others were overjoyed, but when they saw how men were treated so badly, they spoke out. They were forced to become fugitives, and hid out until they were detected by the USS Enterprise-D in 2364.

By then he had married Ariel, and refused to leave the planet. Although sentenced to death, he was eventually sent into exile along with the rest of his group. (TNG: "Angel One")
