Ramsey was a Starfleet crewman aboard Deep Space 9 who served under Captain Benjamin Sisko in the 2370s.

In 2372, Ramsey was aboard the USS Defiant during its battle with the USS Lakota. Both Ramsey and Bartlett were killed in the unfortunate attack. Seven others were injured. (DS9: "Paradise Lost")
