Rahmin was a Caatati who captained a ship of refugees. When encountered by Voyager, he explained that his people were assimaliated by the Borg and were left with nothing. Janeway offered him supplies, but when he saw Seven, he became outraged. During an accident later in engineering, the warp core had to be ejected, and the Caatati steal it for its energy source. Rahmin demands from Janeway more supplies and Seven. She refuses, and Rahmin threatens to destroy Voyager.

Captain Kathryn Janeway offered him supplies, but when he saw Seven of Nine, he became outraged. Rahmin demanded that Janeway not only give him more supplies, but Seven as well. She refuses, and Rahmin threatens to destroy Voyager. A solution is found when Seven offers to build the Caatati an energy matrix so the Caatati can have all the power they need.
