Rader was a Starfleet cadet at Starfleet Academy on Earth in the 2250s.

When Vulcan sent out a distress call in 2258, Rader was assigned to the USS Hood to assist in the rescue efforts. (Star Trek)

This character was only mentioned in dialogue.

Rader likely perished when the Hood was destroyed by the Narada.
