The R'uustai is the Klingon rite of bonding, or "The Bonding" where two Klingons join together to become brothers, one entering the other's house. Candles are lit and the member entering the Klingon house receives a sash.

Then the words "SoS jIH batlh SoH" are spoken to honor the memory of the participants' mothers -- they become one in house.

Background information

In proper Klingon language, the sentence "Mother, I honor you" would be "SoS, qaquvmoH" according to The Klingon Dictionary. The actual rendering used in the episode, "SoS jIH batlh SoH," derives from a naive -- and ungrammatical -- word-by-word translation of the English sentence.
