Punk refers to a member of a counterculture that evolved on Earth in the 20th century.
In 1986, a punk on a bus in San Francisco mistook Captain Spock for a hippie. When Admiral James T. Kirk asked for him to turn his music down ("I Hate You" by Edge of Etiquette), the punk flipped Kirk the "bird". Spock used a Vulcan nerve pinch to subdue the punk and turn off his music, inciting grateful applause from the other passengers. (Star Trek IV: The Voyage Home)
A decade later several punks were seen on Los Angeles beach by Captain Kathryn Janeway and her away team. (VOY: "Future's End")
