Probert was a Starfleet officer in the 23rd century. He was a flag officer with the rank of commodore in the 2270s.
In a transmission picked up by Epsilon IX station, he had ordered a rendezvous for the starship USS Columbia with the USS Revere. (Star Trek: The Motion Picture)
