The President of Earth was a fictional character in The Adventures of Captain Proton holoprogram.
Captain Proton received a telegram from him, stating "Intercepted communications between Doctor Chaotica and Arachnia. Stop. Chaotica at war with aliens from Fifth Dimension. Stop. Must strike now to disable Death Ray.". In order to communicate with photonic lifeforms on the holodeck, who believed the simulation to be real, The Doctor took on this role, and convinced them to help Captain Proton defeat Doctor Chaotica and his Army of Evil. (VOY: "Bride of Chaotica!")
