Phlox was a member of the [[Hierarchy]]. He tried to interface with Voyager's sensors, but instead interfaced with the Doctor's program. The Doctor was having daydreams, and Phlox believed what he was seeing was real and was transmitting the data to the Hieracrchy, who were preparing for an attack.. When he realized what was happening, he knew that he would be punished.
