Philip N. Waller is the actor who played Harry Bernard in the 1988 Star Trek: The Next Generation episode "When The Bough Breaks".

In addition to his work on Star Trek, Waller also guest-starred between 1988 and 1989 on six episodes of the fantasy series Beauty and the Beast as the character Geoffrey. Beside leading actor Ron Perlman, he also worked with Trek alumni Joseph Campanella, Anne Haney, Tony Jay, Armin Shimerman, Ellen Geer, Daniel Benzali, Gregory J. Barnett, Tony Epper, Janet Lee Orcutt, and Edward Albert.

Waller previously worked on the Highway to Heaven episode "Bless the Boys in Blue" (1985, with Carlos Palomino), the ABC Weekend Specials episode "The Mouse and the Motorcycle" (1986, with Ray Walston), and on the television drama The Stepford Children (1987, with Raye Birk and John Hostetter).

Philip apparently left acting after his guest appearances on Beauty and the Beast in 1989. Since 2003, he has been listed as both director and co-editor of the LA-based documentary series Clubbin, apparently about the best clubs in the Los Angeles area.
