Philip N. Waller is the actor who played Harry Bernard in TNG: "When The Bough Breaks". In addition to his single role in TNG, Philip also guest-starred on several episodes of the 1989 series Beauty and the Beast as the character Geoffrey. He also appeared in the TV movies The Mouse and the Motorcycle (1986) and The Stepford Children (1987).
Philip apparently left acting after his guest appearances on Beauty and the Beast in 1989. Since 2003, he has been listed as both director and co-editor of the LA-based documentary series Clubbin, apparently about the best clubs in the LA area.
