Peter the Great was the tsar of Russia in the late 17th and early 18th century.

When the Federation contested with the Klingon Empire to develop Sherman's Planet in 2268 under the provisions of the Organian Peace Treaty, Chekov claimed that Peter once had had a similar problem, though he was interrupted before he could elaborate further on this.
