Peshar was an Enaran Regressive.
She was part of the resettlement program in which the authorities told the Regressives that they were being sent to another part of the planet where they could govern themselves and start a new life. In reality, Peshar and the other Regressives were being sent to a concentration camp and were exterminated. (VOY: "Remember")
Peshar was played by an unknown actress.
