A permanent documentation file is the Cardassian equivalent of a captain's log. The main difference is that a captain's log can be erased if the officer so chooses, whereas a permanent documentation file is rather permanent. Dukat kept such a file aboard Terok Nor. (DS9: "A Time to Stand")
