Paul Menegay was a seven-year old schoolboy aboard the starship USS Enterprise-D.
In 2370, he participated in a contest for Captain Picard Day, which he won with his clay sculpture of Captain Picard's head. (TNG: "The Pegasus")
According to the Star Trek: The Next Generation Companion, Menegay was named after a friend of Brannon Braga.
