A parking brake was a device used to keep an automobile stationary.
In 2258, of an alternate reality, Captain Christopher Pike sarcastically asked Hikaru Sulu if he had left the parking brake on when the USS Enterprise failed to go to warp. Commander Spock realized that Sulu had forgotten to disengage the external inertial dampener. (Star Trek)
In the novelization, it is suggested that the external inertial dampener is the parking brake.
