Lieutenant Junior Grade Palmer was a Starfleet officer and member of the USS Enterprise-D crew in 2369. She served as a transporter operator.

Palmer was on duty when the Enterprise-D discovered Thomas Riker, the transporter duplicate of Commander William T. Riker, on Nervala IV in late 2369. (TNG: "Second Chances")
