An oxygen converter was a part of the life support system on mag-lev carriages servicing a Nezu colony planet. They, along with the induction coils, had been damaged on the carriage that Neelix named Alixia. Because these converters were never properly repaired prior to Alixia's ascent, her passengers — save for the physically superior Tuvok — experienced near oxygen-deprivation as she rose through the atmosphere.
