An outpost is typically any frontier base or settlement that is usually minimally equipped, and which serves many purposes, which include research and defense.
Following the Earth-Romulan War, Earth established a series of outposts, constructed on asteroids in order to monitor the Romulan Neutral Zone. (TOS: "Balance of Terror")
Calder II is the location of an outpost that consists of a small science station and has limited defensive capabilities, because Calder II is a Federation outpost, it is defended by Starfleet. The outpost has a type-four deflector shield, which protects it and the surrounding ruins, as well as two phaser banks. (TNG: "Gambit, Part I")
