An ombudsman is a person or agency that acts as a trusted intermediary when settling an ongoing dispute.
Starfleet officers, I. Espevik and R. Rechelia, were assigned to Starfleet Ombudsman, an agency that existed within Starfleet in the 2370s. (DS9: "Paradise Lost")
The agency and assigned names were not mentioned on-screen but appeared in Admiral Leyton's personnel assignment log.
