Minister Odala circa 2373.
Odala was the chief minister of the council of Voth Elders in 2373. She refused to listen to Forra Gegen's Distant Origin Theory. She accused him of heresy, and made him publicly renounce his theory, in exchange for freeing the Voyager crew. (VOY: "Distant Origin")
