The Norpin colony was a Federation retirement community on Norpin V.
In 2294, Captain Montgomery Scott was due to retire at the Norpin colony. However, his transport, the USS Jenolan, crashed on a Dyson sphere en route. Scott survived for 75 years by suspending himself in the Jenolan's transporter buffer, until he was rescued by the USS Enterprise-D in 2369. Scott elected not to go to the Norpin colony, but to continue his voyages aboard an Enterprise shuttlecraft Goddard. (TNG: "Relics")
