Ngari was a region on the western part of the Tibetan plateau on Earth, with an average elevation of 4500m. A Buddhist kingdom founded by a contemporary of Kahless existed there down to the 17th century.

In 1965 Mao Zedong's Chinese Communist Party established the Tibetan Autonomous Region, with Ngari as one of its prefectures. This arrangement may have outlasted the Eugenics Wars but presumably not the more extensive East Asian collapse following the Third World War. (Star Trek: First Contact)

However a century after war's end Ngari was again under the Tibetans : in 2151, Jonathan Archer told his Andorian captors at P'Jem of a monastery he had once visited in "Ngari, Tibet". (ENT: "The Andorian Incident")


Background

The monastery Archer has in mind--"the oldest I've ever visited"--may be Tholing. It is the oldest in Ngari, and was built to mirror Samye, the oldest Tibetan monastery. Tholing celebrated its 1000th anniversary in 1996, the year of Khan's overthrow and the unreported escape of 80-odd Augments aboard the Botany Bay.
