A Neutral zone is an area of space not claimed by any political power. Often, these areas are created as buffer zones and borders between spacefaring civilizations. One prominent example is the Romulan Neutral Zone between the United Federation of Planets and the Romulan Empire.
The Klingon Neutral Zone was a no-man's land barrier between the Federation and Klingon Empire territories. Passage into this zone by ships of either nation was forbidden by treaty. Although not stated, it is presumed to be the Organian Peace Treaty, which allowed a provision for starship crews from either side to use shore facilities (such as space stations) of the other (Star Trek Encyclopedia).
