A neural modulator was a piece of medical equipment used to treat sore or strained muscles.
Doctor Bashir used a neural modulator to treat Chief O'Brien's neck, which was strained due to the Chief carrying around his newborn son Kirayoshi all day. (DS9: "Business as Usual")
