Neil was a member of a group of mercenaries that boarded the USS Enterprise-D during preparations for a baryon sweep in 2369 at Arkaria Base with the intent of stealing trilithium resin.
Neil seemed to be the team's technical specialist, as he knew how to remove the trilithium resin when they were at Enterprise-D's warp core, and was worried about its handling once it was removed. He directed fellow team members Pomet and Satler in the process of preparing the resin for removal and transport, and the team's leader Kelsey relied on him to know if the trilithium was stable enough to move. Kelsey often pressured him to make sure that his work would successfully hold the resin stable, which increased his apprehension. After Captain Jean-Luc Picard sabotaged the module that Neil had prepared to move the resin with, he was forced to improvise a new way to stabilize it, and eventually succeeded. He suggested that they move the resin to Ten Forward, the last place that the sweep would hit, and wait there for their escape ship to arrive. He followed Kelsey through several Jefferies tubes, moving the resin with him, and explained to her that it was secure to transport. He was then murdered by Kelsey, who felt he was no longer needed for her plans. (TNG: "Starship Mine")
