According to the "It's Federation Day!" newspaper clipping created for Star Trek Generations, Natha Kell was the Tellarite ambassador to the signing of the Federation Charter on October 11, 2161. Prior to the conference, he was involved in some type of dispute with Ambassador Sarahd of Andoria. He was famous for declaring that "We defy anyone, even the Romulans, to test our resolve now for collective security."

Although the clipping containing this information was present within the Picard family album while Generations was filming, it was not visible on-screen and is therefore not canon.
