Ensign Mulcahey was a Human male who served on the USS Voyager while that ship was lost in the Delta Quadrant.

In 2371, B'Elanna Torres told another engineer to "send Mulcahey, he's in deflector control" when there was work to be done that fell within his field of expertise. (VOY: "Fury")

In 2375, Torres assigned Mulcahey to work on The Doctor's mobile emitter, which had been infected with nanoprobes. The assimilated emitter sampled his DNA as the template for an advanced, 29th century Borg drone that came to be known as One. thus making him the third parent of the drone (The Doctor and Seven of Nine being the other two.)
