Ensign Mulcahey was a Human male who served on the USS Voyager while that ship was lost in the Delta Quadrant.

In 2371, B'Elanna Torres told another engineer to "send Mulcahey, he's in deflector control" when there was work to be done that fell within his field of expertise. (VOY: "Fury")

In 2375, Torres assigned Mulcahey to work on The Doctor's mobile emitter, which had been infected with nanoprobes.
