Minister is a title given to a representive of a government or organization. In a governmental structure, ministers are granted authority over certain areas of society (i.e. Minister of Agriculture).
During the 22nd century, individuals possessing the title Minister in the Vulcan High Command worked under the Administrator. (ENT: "Kir'Shara", "United") The title would remain in use as late as the 24th century, when the head of Vulcan security, otherwise known as the V'Shar, held the of title of Minister. (TNG: "Gambit, Part II")
The Bajoran Provisional Government's senior posts are held by Ministers who meet in the Chamber of Ministers, who serve under the First Minister. (DS9: "The Siege", "Rapture," et al) There is also a postion held for the Minister of State in the Bajoran government. (DS9: "Duet")
