Michael Phipps is an actor who played a Romulan senator in the Star Trek: Deep Space Nine episode "Inter Arma Enim Silent Leges". As a background actor Phipps received no credit for his appearance and was identified by the name tag of his costume which was sold off on the It's A Wrap! sale and auction on eBay.
