Michael Okuda was a member of Starfleet in the 24th century.

In 2363, Michael's name was listed, with the title doctor, on the dedication plaque as part of the Advanced Technologies Group. (Star Trek: The Next Generation set artwork)

Okuda's name was listed on several other ship dedications, including USS Voyager in 2371, the USS Enterprise-E's in 2372, USS Prometheus in 2373 and USS São Paulo in 2375. (Star Trek: Voyager; Star Trek: First Contact; VOY: "Message in a Bottle"; DS9: "The Dogs of War")

Okuda's name was an inside reference to production staff associate Michael Okuda. The first time this name appeared was on the Enterprise-D's plaque on TNG, although there was another person named M. Okuda who was listed on the plaque of Enterprise (NX-01), two-hundred and twelve years earlier. If it wasn't the result of Michael himself being caught in a time loop, then maybe it is a relative.
