Merri Howard was a member of Starfleet in the 24th century.
In 2353, Howard was listed on a directory placard as having an office in room 35951 on Starbase 32. (TNG: "Violations")
In 2371, Howard was listed twice on the USS Voyager's dedication plaque, for her work with Starfleet Operations and Starfleet Command. (VOY: "Caretaker")
She was also listed on a Voyager crew manifest. (VOY: "The Killing Game")
Howard was named for producer and assistant director Merri Howard.
She is the only known Starfleet official to be listed on the same dedication plaque twice.
