I just rewrote this guideline. Some parts of the previous version just didn't sound right to me, especially the fact that it made admin/bureaucrat approval a necessary step on top of a general consensus. Please comment here, if necessary. -- Cid Highwind 16:07, 10 September 2007 (UTC)
